TxDOT is expanding FM 1103 from two lanes to four with a center turn lane, sidewalks, and bike lanes. The project ties directly to historic growth and congestion in the FM 1103 corridor, which serves as the primary east-west connector for thousands of Kensington Ranch, Bella Vista, and Saddle Creek residents commuting to IH-35 and beyond.
The expansion runs from IH-35 south to Rodeo Way and includes improved pedestrian and cycling infrastructure alongside the widened travel lanes. Active construction is underway. Completion timelines vary by segment.
TxDOT's I-35 Northeast Expansion project covers improvements from I-410 South to FM 1103. The first of five project segments, I-35 NEX Central, has been under construction since June 2022 with completion expected late 2027. The project includes elevated lanes south of FM 3009 and main-lane widening toward FM 1103.
For Cibolo and Schertz residents, this is the most significant regional highway improvement in a generation. It directly affects commute times to San Antonio and access to the growing IH-35 commercial corridor.
TxDOT is rebuilding 5.6 miles of FM 1518 into a four-lane divided roadway with a raised median, a 10-foot shared-use path, and a 6-foot sidewalk. The $72.78M project is the largest single road investment affecting Schertz residents currently underway.
In 2026, active work includes storm sewer upgrades south of Lisa Meadows, intersection improvements at Lower Seguin Rd, Ray Corbett Dr, and Schaefer Rd, and Schertz waterline and sewer upgrades. The Lower Seguin to I-10 stretch is targeted for summer 2026 completion. Final phases run through spring 2028.
Cibolo Crossing on IH-35 is an established mixed-use development already anchored by Santikos Entertainment, Living Spaces, and Magnolia Pancake Haus. The newest confirmed addition is a Sprouts Farmers Market, currently under construction.
Sprouts Farmers Market, 24,439 SF build-to-suit. Construction started May 2026. Target opening: April 2027. First Sprouts in Cibolo.
Santikos Entertainment, premium dine-in movie theater, open, the first movie theater to serve Cibolo proper.
Living Spaces, large-format furniture retailer, open since December 2021.
Magnolia Pancake Haus, breakfast and brunch chain, open since December 2020, the chain's first location outside the San Antonio metro core.
Voters in Guadalupe and Bexar counties approved all three Schertz-Cibolo-Universal City ISD bond propositions in May 2026, totaling $295 million. SCUC ISD is one of the fastest-growing school districts in Texas.
Proposition A, General facilities and campus improvements.
Proposition B, Stadium renovations.
Proposition C, Technology devices for students and staff.
Bond spending will be executed over multiple years. Families with children in SCUC ISD can expect visible campus and facility changes over the next 3-5 years.
The Cibolo Creek Municipal Authority (CCMA) secured financing through Series 2025 Bonds for the South Wastewater Treatment Plant Expansion Project. Wastewater capacity has been one of the primary constraints on continued residential and commercial growth in the Cibolo/Schertz area.
With funding in place, this project removes a bottleneck that has limited new development permits. It is a prerequisite for much of the residential growth planned for the area through the end of the decade.
The Draft Old Town Master Plan, developed with Lionheart Places as an update to the 2014 Downtown Revitalization Plan, was presented to Cibolo City Council on June 9, 2026 for adoption consideration. The plan defines a vision and boundaries for the Old Town district, prioritizing pedestrian access, mobility, land use, and infrastructure improvements.
The plan was recommended by the Cibolo EDC on May 21 and sets the long-range guide for historic downtown land use and zoning decisions.
Schertz City Council will hold public hearings on July 7, 2026 on two items for 6615 FM 482:
Ord. 26-S-015, Amends the Comprehensive Land Use Plan future land use map from Local Corridor to Industrial Hub.
Ord. 26-S-016, Rezones approximately 2.1 acres from Pre-Development District (PRE) to General Business District-II (GB-2).
This parcel was previously heard at Planning & Zoning in early June. Residents near FM 482 who want to weigh in should attend or submit comments before the July 7 meeting.
